Depends on #73. This PR targets codex/pilot-device-diagnostics; retarget to main after #73 merges. Client diagnostics and diagnostic-reference submission remain pending live tests.

The static renderer escapes text and validates the report structure. Public summaries exclude private identifiers, addresses, credentials, captures and evidence hashes. Updates publish through the existing Pages workflow after merge into main. Embedded station runtime assets and hardware configuration are unchanged.

Validation:

Seven renderer/data/navigation unit tests passed; added to CI and the UI check.
Native Nix Pages build passed, without rebuilding kernels.
Generated local links, fragment targets and required assets checked; no symlinks.
Repository format check and staged diff whitespace check passed.

Adds public, dated pilot enrollment reports to the GitHub Pages site, linked from its homepage. Ace’s completed enrollment and recovery tests and Mako’s pending enrollment are maintained in one reviewed JSON file, with evidence basis, authorization expiry and remaining conditions. Historical test results are explicitly separate from live authorization and full fleet qualification. Depends on #73.
